Ngah Ibrahim was known as the Muntri of Larut and he established the first modern system of administration in Perak. It had a police force, a judge, a magistrate, a treasurer and a clerk. He was the son of Long Ja'afar who sometimes is accredited as the founder of Taiping. In 1875 the first British Resident of Perak, James Birch was assasinated and Ngah Ibrahim, together with others, was implicated in the killing. He was exciled to the Seychelles in 1877 and never returned to Perak. He died in Singapore in 1895.
Ngah Ibrahim's full title is Orang Kaya Menteri Paduka Tuan and usually being addressed as Tengku Menteri. He is one of the Orang Besar Empat of Perak. The present Tengku Menteri, is his great-great grandson. Ngah Ibrahim first wife was Toh Puan Halimah Binti Laksamana Muhammad Amin. (This Laksamana Muhammad Amin was among those being bannished to the Seychelle Islands.) Before the British intervention, Ngah Ibrahim was the richest man in Perak. Capt. Speedy, the first British Assistant Resident in Perak, before he became the assistant resident, Ngah Ibrahim employed him as his secretary. This shows how rich Ngah Ibrahim was at that time where he could afford to employ a European secretary. The first batch of Chinese workers were bought (not brought) by Ngah Ibrahim. These Chinese were the ancestors of most Chinese families in Taiping today. This also proves the wealthiness of Ngah Ibrahim who could afford to buy Chinese workers to work at the tin mines in Larut. It's said that all the revenues from tin were enjoyed solely by Ngah Ibrahim.(without sharing with the Government). However, when the British came into power, this has changed where a certain portion of the revenues will be taken by the government. The point that I wish to stress here is that Ngah Ibrahim was not an ordinary man. He's an aristocrat and he's very rich and because of this, he's able to built a great fort in Matang - Kota Ngah Ibrahim.( By MIMZ..thanks bro)
